This is the image of the document received via ordinary post in 2016 from the Secretary at DMC in which he has actually implied that he is either himself incompetent or a willing accomplice in the crime! The crime is injection of lethal drugs, steroids into my CNS (Central Nervous System) via the intravenous route without my permission, without my knowledge in a private Delhi Nursing Home in 2007 by henchmen of the mafia posing as Doctors which has had devastating effects. The Heart, Brain, Mind, Nerves, Glands, internal body organs are severely affected, impaired. The Doctors and other gang members are links or agents in this international racket. |

You are saying that it is vague and cryptic. It is not. Rather you are not paying attention. Rather you are a work shirker.
The 21st Nov. 2013 email has a background. The background is 4 emails. Those 4 emails, I am sure, must have been forwarded to you by the CIC (Central Information Commission) or/and the MCI (Medical Council Of India). There is also an Additional Information document sent separately to the Information Commissioner and your pals at MCI.

Find the emails there. The General Public should note that these DMC people are also accomplices in crime. It's a big racket. They are all connected. This Secretary at DMC is a criminal too. Simple.
He is either directly involved in the attack on my CNS or he has also accepted bribes and chosen to shut up. It is in all probability an international set up. The public of India, which is otherwise mesmerised by some Mann Ki Baat, is requested to forward this to the PMO itself. These brazen criminals, like the PIO and FAA at MCI, and now this Secretary at DMC, are going unpunished and the gullible people of India should understand that apart from being impressed and feeling happy after listening to some 'talks' some concrete action is also expected of them. Therefore reign in the PMO itself. Public Of India must get proactive.
PIO is Public Information Officer, FAA is First Appellate Authority, MCI is Medical Council Of India, DMC is Delhi Medical Council.
A little more background for the public. 4 different emails were sent to the MCI regarding this attack on my CNS. Refer http://www.KindAttentionMCI.blogspot.com - the emails were later uploaded there on that web address. This is the Blogger web address. (There is also a Facebook address and the same has been mentioned a little earlier in this Post.) Then a 5th email was sent to PIO at MCI to know why none of my earlier 4 emails have been answered. That 5th email was also not answered. Then the same 5th email was resorted to go via the RTI route. PIO at MCI was sent the same via RTI Method. Nothing happened still! The same was then sent to the FAA at MCI via the RTI Method. The PIO at MCI responded 'only after that' that the matter does not come under MCI(!) and that questions asked do not come under RTI. I decided to write to Central Information Commission under RTI. I went to the CIC Office in Dec. 2014 to submit the application. I was sent back by one staff that documents are incomplete! Documents were not incomplete by the way. In the meantime the people at CIC sent information to the FAA at MCI that such and such person (me) had come to the CIC. The FAA at MCI prepared a hurried response 'only after that' and I received the same in early January 2015. I noticed it after a few days and that response was evasive anyway. FAA response said that information supplied by PIO is right! I sent the 5th mail questions to the CIC anyway under RTI and the Hearing took place in Dec. 2015. Just before the Hearing I sent an 'Additional Information' document also to the IC. That 'Additional Information' is also very important. The Information Commissioner Mr. Azad did not find my emails cryptic and vague. Obviously he is a seasoned man. Though my questions were not answered he made my 5th email and all the four earlier associated emails and the 'Additional Information' into a complaint and directed the MCI to let the DMC handle this. The MCI was then sent the 'Additional Information' document separately too by myself. The DMC response is attached. It was received by ordinary post in late March 2016.
So I expect the public of India to get proactive and help me seek justice for myself. I need the culprits to be punished, I need proper treatment in some protected environment, I seek compensation. An Indian Army Brigadier needs to be immediately surrounded and questioned since the authorities are not doing so. He was actually the Front Line Petty Agent. He is a murderer, he was trading his daughters too! Find his name and no. in the web addresses mentioned.
RTI is Right To Information. CIC is Central Information Commission. IC is Information Commissioner.
PIO at MCI is Shikhar Ranjan, FAA at MCI is Reena Nayyar, Secretary at DMC is Girish Tyagi.

2007 Nov-Dec - Attack on myself by steroids, deadly nerve poisons inside a Nursing Home.
2012 to 2013 - 4 Emails sent to the MCI by myself on the attack - all emails are different.
2013 Nov 21 - 5th email to MCI.
2014 Feb 3- PIO was sent communication via Speed Post under RTI.
2014 Sept 5 - FAA was sent communication via Speed Post under RTI.
2014 Nov 7 - Evasive response by PIO in email. Note this comes after my writing to FAA.
2014 Nov Dec - No response by FAA at MCI. I decide to let CIC know about this.
2014 Dec - I manage to go to the CIC Office personally for delivering prepared packet. I am told verbally that some more documents will be desirable and that I should come again with them. I am persuaded by some staff that I should not submit those documents then. (Did information then go to the MCI that I am making rounds of CIC?)
2014 Dec 31 - Evasive response to me by FAA received in email (I noticed this later - that is immaterial btw - all the more reason for writing to CIC anyway).
2015 Jan 17 - CIC was sent communication by me via Speed Post under RTI.
2015 Oct - My communications to NHRC (National Human Rights Commission) since there was no response from CIC.
2015 Nov 19 - Response from CIC about scheduled Hearing. CIC email asks me to send to MCI also whatever I am sending to the CIC. It also asks for my Postal Address.
2015 Dec 5 - I send 'my Jan 17 2015 communication to CIC' to the PIO, MCI.
2015 Dec 5 - I send 'my Jan 17 2015 communication to CIC' to the FAA, MCI.
2015 Dec 7 - I submit my Postal Address to the CIC by hand personally.
2015 Dec - NHRC letter received. NHRC says that the complaint is not against a government employee (I was completely disheartened).
2015 Dec 18 - I send email to the IC Y. Azad that he must read the earlier 4 emails sent by myself to the MCI because they form the basis for the 5th email which is resorted to RTI. The four emails are sent as attachments. I also mention that 'Additional Information' is coming his way. These emails that were sent by myself to the MCI earlier were sent to the NHRC on 4th Oct 2015 as attachments in the email.
2015 Dec 22 - I send to the PIO at MCI and FAA at MCI via email 'my communication to the CIC' of 4 days back - Dec 18.
2015 Dec 22 - I send to the IC Y. Azad the 'Additional Information' via email. This states a 'Gist Of Events' also. The Gist of Events was meant to provide an understanding of the matter at the outset for anybody. The Gist Of Events is not sent this time, however. I was overloaded actually and in any case whatever had been provided was sufficient. This Additional Information is very important. It is ideally meant for the CBI or the Crime Branch. All the initial 4 emails to the MCI are also important anyway and by the way. The Additional Information meant for NHRC was sent to the NHRC via email on Oct 4, 2015. It is as an attachment there.
2015 Dec 23 - CIC RTI Hearing takes place. In the hearing I mention more than once to the IC Y. Azad that all my emails are important and that they must be read. I mention also about my email to him of 18th Dec 2015 and also the email one day before that Hearing itself, meaning sent 22nd Dec 2015. He understands that. Y. Azad says that MCI is directed to forward this case to the DMC. Then he asks me to go.
2015 Dec - I don't write back to NHRC because the IC, as I understand, has transferred this for the DMC.
2015 Dec - I don't send the 'Additional Information' to the MCI now because the IC Y. Azad is going to, I understand, send the entire stuff 'sent to him via email by myself' to the MCI and the DMC. This may be trivia but is mentioned nevertheless.
2015 Dec 24 onwards - I am preparing the 'Gist Of Events' to be sent to the IC Y. Azad since I had mentioned it in the 'Additional Information' sent on Dec. 22 2015. This was for a proper grasp of the matter at the outset.
2016 Jan - I receive the Order of the IC by post. I am surprised that some facts mentioned are lies. These must be lies spoken by the MCI people in my absence on the Dec. 23 hearing. I was asked by the IC to leave possibly because there were other Hearings on that day for which MCI was answerable. I don't know what all transpired between the MCI people and the IC in my absence and before the next hearing. MCI people prevailed upon IC?
2016 Feb 7 - I write back to IC Y. Azad via email about some facts about the Hearing of Dec 23, '15. 'Gist of Events' is sent now as attachment. Also sent are 'Gist of Action expected', 'Summary of Action expected', and also the 'Detail of Action expected', and also the 'Summary of Immediate Action expected'.
2016 Feb 7 - I send the 'Additional Information' to both the PIO at MCI and FAA at MCI via email as attachment anyway. This 'Additional Information' was sent to the IC earlier on 22nd Dec 2015.
2016 Mar - Disastrous response received from DMC via post that this is vague and cryptic. Image of Photo of letter is attached.
2016 Mar 20 - I write back to CIC (the CIC himself this time) that I need another hearing since my questions were not answered and that the DMC has absolved themselves, and that it seems that the MCI, CIC and DMC are playing a game with me. Email is sent. It is also sent as cc to IC Y. Azad's email id. (This content or text and the Speed Post content just below are the same by the way.)
2016 Mar 28 - I write back to CIC himself again that I need another hearing. Speed Post is sent. (This content or text and the email content just above are the same by the way.)
2016 Mar Apr - I decide to write back to NHRC (National Human Rights Commission). Draft begins to get prepared. I want to remind them that the PIO and the FAA at MCI are government servants, and that the Secretary at DMC is also involved now and that DMC Secretary is also a government servant. I wait for Chief Information Commissioner response also.
2016-2017 - No response from CIC.
2016 July 9 - Brutal physical assault on my person by yet untraced assailants (incidentally video grabs were available and they were sent to the Home Ministry) - and I am hounded by unknown people - moving out of home becomes now even more difficult. Left eye is injured. And this is all the more reason for NHRC to get cracking.
2016 July onwards - I am writing to the Home Ministry people about this July 9, 2016. I get busy there. I am nursing my left eye.
2016 end - No response from CIC about second hearing.
2017 - No response from CIC about second hearing.
2017 Jan. Feb - I began to write to NHRC.
2017 Mar 7 - I finally send a big packet to NHRC detailing many things. Diary No. is assigned same day. I see some hope.
2017 Mar 14 - I learn that Complaint has been registered by NHRC. Complaint No. comes to be me by sms. I see more hope.
2017 Mar 29 - I receive information that NHRC has passed order. Next day I discover that they have dismissed the case! I am completely disheartened. :-( I call up the NHRC Office and I am told that 'prima facie' government servants are not involved and therefore they can't take it up.
For the public: After this response by NHRC I am completely disillusioned, disheartened, disappointed. NHRC was really a big hope. I thought well meaning, educated people coming from honourable families would be going to that Office everyday. More for public: In September 2016 a Neuro Surgeon at Deen Dayal Upadhyay Hospital Delhi asked me to forget the matter. His colleague, a Sardar (Sikh), told me that Subhash Khanna was dead. Subhash Khanna was not dead yet by the way! He died in December 2016. This Sikh also told me that Sudarsanan is also dead. Sudarsanan is the rogue Indian Army Brigadier. Sudarsanan is not dead yet from what I hear. Ok people?, so they are all connected and they want me to forget the matter.
More for the public: A certain Noman, who said was from NDTV 24x7, telephonically called me up in latter part of October 2016 that NDTV 24x7 was carrying out a programme on illegal Clinical Trials in India. He wanted to know whether I would be interested in letting my experiences be known. I was sceptical at first, but since almost 9 years had passed (Nov-Dec 2007) without any hope for a justice system, I said ok fine. He wanted to know details. I told him in brief - we had a good talk - and also that he can take a look at the Blogspot web address. After this call, that programme did not happen, I think. I am not in the know. No other call from NDTV happened. Instead Subhash Khanna died in December latter. Subhash Khanna was the Criminal-In-Chief at Khanna Nursing Home, Janak Puri. This is for public consumption. The Brigadier is still going around injecting deadly nerve steroids, brain poisons in the non-suspecting janata. Are they going to kill another of their own henchmen now? - this Brigadier? You see once the henchmen are killed, main suspects are gone without getting interrogated, and the case can end and the handlers, perpetrators go unpunished... A few days after this phone call there was a 1 Day ban imposed on NDTV by the Government. Reasons provided were of course not pertaining to the clinical trials programme. Noman's no., from where he called, is 9971670710 .
Before this Brigadier gets killed, he should be thoroughly interrogated while hanging him upside down and using methods. I actually exhort the janata janardan now to surround him and ask him everything. Treat him lavishly. Ask him 'for whom he works, how much money did he accept etc. Why was he using his own daughters as bait?'
